Bosan sering lewat ke pejabat lelaki cat semula panah arah jalan raya



JIANGSU: Seorang lelaki di China disaman 1,000 yuan (kira-kira RM620) setelah didapati mengecat semula arah pada jalan raya di bandar Lianyungang, Jiangsu.

Lelaki berusia 28 tahun dan hanya dikenali dengan nama Cai itu dilapor berbuat demikian untuk melancarkan perjalanannya menaiki bas ke tempat kerja.

The Modern Express dalam laporannya menyebut Cai memberitahu polis yang dia kecewa apabila terpaksa mengharungi kesesakan jalan raya berjam-jam lamanya menyebabkan dia sering lewat ke pejabat.

Cai dirakam kamera pada 27 September membawa satu tin cat putih dan mula mengecat sendiri panah arah di atas jalan raya untuk melencongkan trafik.

“Saya lihat laluan lurus sering padat dengan kenderaan, manakala laluan untuk belok ke kiri pula ada banyak ruang,” katanya kepada polis.

“Saya ingat dengan mengubah panah arah pada jalan akan melancarkan perjalanan saya,” kata Cai lagi.

Ketagihan merempit tidak kira waktu walaupun musim banjir



KUALA TERENGGANU: Ketagihan merempit nyata sukar dibendung sekalipun ketika datangnya musim banjir, seakan-akan ada pihak sengaja ambil kesempatan ketika orang ramai dan pihak berkuasa sibuk menghadapi bencana itu.

Musim banjir seolah-olah menjadi tiket kepada golongan ‘mat rempit’ untuk berpesta dengan melanggar peraturan jalan raya.

Kebimbangan itu ditambah pula dengan sikap segelintir orang ramai yang mengabaikan aspek keselamatan dan peraturan ketika menggunakan kenderaan.

Menurut Ketua Polis Daerah Kuala Terengganu, ACP Idris Abd Rafar, kebanyakan lokasi kesalahan tersebut membabitkan kawasan kampung.

Menurut Idris, pihaknya tidak akan berkompromi dengan mana-mana pesalah yang dikesan melanggar peraturan walaupun di kawasan kampung.

“Main air banjir ni dengan menggunakan motosikal yang ada tapi tak mematuhi peraturan yang sepatutnya.

“Bila naik motor, pertama sekali pastikan ada topi keledar sekalipun (menunggang) di kawasan kampung.

“Peraturan trafik tidak kira jalan kampung atau jalan bandar. Anda wajib mematuhi arahan dan peraturan,” ujarnya.

Polis Daerah Kuala Terengganu akan memperketatkan lagi rondaan di kawasan-kawasan yang dinaiki air dalam usaha mencegah golongan remaja khususnya ‘mat rempit’ terus bermaharajalela dengan aksi mereka.

Jika dikesan mereka tidak mempuyai  lesen, tidak memakai topi keledar dan sebagainya tindakan lanjut akan diambil.

Sementara itu, Idris berkata, orang ramai juga perlu menghentikan sebarang aktiviti berdekatan kawasan air sepanjang musim tengkujuh ini.

Tegasnya, ibu bapa perlu mengawasi pergerakan anak mereka agar tidak mandi di kawasan banjir termasuk sungai dan pantai.

Penemuan ratusan fosil telur kukuhkan bukti reptilia terbang pertama dunia


WASHINGTON: Satu pasukan arkeologi di bahagian barat laut China menemukan ratusan fosil telur Pterosaur sekali gus membuka lembaran pemahaman baharu tentang spesies reptilia terbang tersebut yang hidup bersama spesies dinosour yang berjalan di daratan.

Para saintis pada Khamis lalu berkata, mereka telah menemui 215 biji telur bagi Hamipterus tianshanensis – iaitu spesies Pterosaur yang memiliki bentuk tengkorak panjang yang ‘berjambul’, bergigi tajam dan sayap sepanjang lebih daripada 3.5 meter.

Selain itu, sejumlah 16 biji fosil telur yang mengandungi embrio juga ditemukan.

Semua fosil Hamipterus jantan dan betina dewasa itu dijumpai bersama fosil anak-anak dan telur di tapak ekskavasi Wilayah Autonomi Uighur Xinjiang.

Penemuan fosil itu mengukuhkan bukti sifat dan kewujudan haiwan zaman Cretaceous tersebut yang hidup pada 120 juta tahun lalu.

“Kami mahu menggelarkan wilayah ini sebagai Pterosaur Eden (Taman Syurga Pterosaur),” ujar ahli paleontologi Shunxing Jiang dari Akademi Sains, Institut Paleontologi dan Paleoantropologi Vertebrata China.

Pterosaur adalah haiwan bertulang belakang pertama yang boleh terbang di Bumi. Burung dan kelawar muncul pada zaman terkemudian.

Sebelum ini, belum ada telur Pterosaur yang dijumpai bersama embrio yang terawet dalam tiga dimensi. Pasukan penyelidik menganggarkan 300 biji telur bakal didapatkan, dengan sebahagiannya dipercayai masih tertanam di tapak cari gali itu.

Polis, masyarakat di Song erat hubungan – Wilayah

Mereka perlu menaiki bot dari Jeti Song menyusuri Sungai Rajang selama hampir satu jam untuk ke Rumah Panjang Richard Nugong Abit.

Ketua Polis Daerah Song, Deputi Superintenden Azhar Abu Bakar berkata, program Komuniti Kepolisan tersebut diadakan setiap bulan bersama masyarakat melibatkan penyertaan ketua-ketua bahagian, ketua balai, Aman Wanita (Amanita) dan pegawai rendah IPD.

Katanya, program berkenaan bertujuan mengeratkan hubungan Polis Diraja Malaysia (PDRM) dengan masyarakat di kawasan itu.

“Masyarakat memainkan peranan penting sebagai mata dan telinga dalam menyalurkan maklumat jenayah kepada polis.

“Program seumpama ini akan diteruskan dan diperluaskan di sekitar rumah panjang lain di Song bagi memastikan hubungan di samping menunjukkan komitmen polis dalam membanteras jenayah dan menjaga keselamatan masyarakat,” katanya ketika dihubungi Utusan Online, di sini hari ini.

Antara pengisian program adalah ceramah, perbincangan dan dialog pencegahan jenayah, pelesenan, kesedaran kesalahan trafik, penerangan isu-isu jenayah semasa, keselamatan sungai dan penggunaan aplikasi Volunteer Smartphone Patrol (VSP) dalam menyalurkan maklumat jenayah kepada polis.

Flynn pleads guilty on Russia reportedly ready to testify against Trump



WASHINGTON: Former U.S. national security adviser Michael Flynn pleaded guilty on Friday to lying to the FBI about contacts with Russia’s ambassador, and prosecutors said he consulted with a senior official in Donald Trump’s presidential transition team before speaking to the envoy.

In an appearance at a courtroom in downtown Washington, Flynn became the first member of Trump’s administration to plead guilty to a crime uncovered by the special counsel investigation into Russia’s alleged attempts to influence the 2016 U.S. presidential election.

Flynn, a former Army general and member of Trump’s campaign team, admitted as part of a plea deal that he gave false statements to the Federal Bureau of Investigation about his contacts with Ambassador Sergei Kislyak before Trump took office.

ABC News said Flynn, facing up to five years in jail, was prepared to testify that before taking office Trump had directed him to make contact with Russians.

Reuters could not immediately verify the ABC News report on Flynn testifying, which could put the Republican president in an uncomfortable spot after he has denied any collusion between his campaign team and Moscow.

Stocks and the dollar fell sharply after the ABC report, with the benchmark S&P 500 index <.SPX> last down 1.2 percent, the dollar <.DXY> last down 0.4 percent and bond yields falling with the 10-year U.S. Treasury note US10YT=RR yielding 2.32 percent.

Flynn’s decision to cooperate with the investigation led by Special Counsel Robert Mueller, marked a major escalation in a probe that has dogged Trump’s administration since the Republican president took office.

The White House said Flynn’s guilty plea on Friday implicated him alone.

“Nothing about the guilty plea or the charge implicates anyone other than Mr. Flynn,” Ty Cobb, a White House attorney, said in a statement on Friday.

Flynn was forced out of his White House post in February for misleading Vice President Mike Pence about his conversations with the ambassador.

FLYNN AND TRUMP

ABC News cited a confidant as saying Flynn was ready to testify that Trump directed him to make contact with Russians before he became president, initially as a way to work together to fight the Islamic State group in Syria.

If Flynn testifies that before taking office Trump directed him to contact Russian officials, that might not necessarily amount to a crime.

If it were proven that Trump directed Flynn to lie about his contacts to the FBI, that would be a crime but legal experts disagree over whether a sitting president can be indicted.

Many say the only clear punishment for a president who has committed criminal acts is impeachment by Congress. The Constitution provides that impeachment, which requires a simple majority in the House and a two-thirds vote in the Senate, is warranted for “high crimes and misdemeanors,” which Congress is free to define as it sees fit.

Moscow has denied what U.S. intelligence agencies say was meddling in the election campaign to try to sway the vote in Trump’s favour. Trump has called Mueller’s probe a witch hunt.

Prosecutors said that Flynn and Kislyak last December discussed a diplomatic dispute over economic sanctions that Washington had imposed on Moscow, and an upcoming vote in the U.N. Security Council regarded as damaging to Israel.

Flynn admitted falsely telling FBI officials in January that he did not ask the ambassador to refrain from escalating a diplomatic dispute over U.S. sanctions on Moscow.

The Obama administration, which was still in office at the time, had imposed the sanctions on Moscow for allegedly interfering in the election.

Flynn also lied about asking the envoy to help delay a vote in the U. N. Security Council that was seen as damaging to Israel.

Flynn consulted with a senior member of Trump’s presidential transition team about “what, if anything, to communicate to the Russian ambassador about the U.S. sanctions,” prosecutors said in a court document.

Flynn called a senior official of Trump’s transition team who was with other members of the team at the Mar-a-Lago resort in Florida, the prosecutors said,

“Flynn called the Russian ambassador and requested that Russia not escalate the situation and only respond to the U.S. sanctions in a reciprocal manner,” the document said. It did not name the senior official in the Trump team.

GUILTY PLEA

Flynn appeared calm as he pleaded guilty in a packed federal courtroom in Washington. His wife, Lori, sat in the first row of benches in the courtroom.

Occasionally as Flynn stood to answer routine questions, his attorney Robert Kelner put his hand on Flynn’s back.

“Guilty, your honour,” Flynn said, when asked by U.S. District Judge Rudolph Contreras how he planned to plea.

Flynn was known for vitriolic campaign appearances in 2016, notably leading Trump supporters’ chants of “Lock Her Up,” in reference to Trump’s Democratic rival, Hillary Clinton, and accusations she misused email while she was secretary of state.

He is the second former senior aide to Trump to be charged in the probe.

Paul Manafort, who ran Trump’s presidential campaign for several months last year, was charged in October with conspiring to launder money, conspiracy against the United States and failing to register as a foreign agent of Ukraine’s former pro-Russian government.

Manafort, who did not join Trump’s administration, and a business associate who was charged with him, pleaded not guilty.

Perjalanan bebas visa ke Maghribi untuk rakyat Malaysia bermula 27 Dis



PUTRAJAYA: Bermula 27 Dis ini, pemegang semua jenis pasport Malaysia boleh memasuki Maghribi selama 90 hari tanpa visa.

Dalam satu kenyataan hari ini, Wisma Putra berkata ini susulan Perjanjian Penghapusan Separa Keperluan Visa yang dimeterai oleh Malaysia dan Maghribi di sini pada 19 Julai lalu.

Menurut kenyataan itu selepas semua keperluan dalaman dipenuhi oleh kedua-dua negara, perjanjian itu dikuatkuasakan pada 27 Dis ini.

“Bermula tarikh itu, pemegang pasport Malaysia yang melakukan perjalanan rasmi, perniagaan atau lawatan sosial boleh memasuki Maghribi secara bebas selama 90 hari tanpa keperluan visa.

“Penguatkuasaan perjanjian ini dijangka terus memperkukuh hubungan dua hala di antara kedua-dua negara memandangkan ia menyediakan platform bagi meningkatkan lagi kerjasama dalam ekonomi, perdagangan, pelaburan dan pelancongan,” demikian menurut kenyataan itu.

Hubungan diplomatik di antara Malaysia dan Maghribi terjalin sejak 1963.

Banduan di tiga penjara ditembak pistol pegun tanpa sebab



BRAZIL : Pendakwa raya Brazil membuka kertas siasatan ke atas tiga buah penjara di Goias selepas rakaman video menunjukkan pengawal penjara berkenaan mendera banduan.

Kejadian dipercayai berlaku di antara 2014 dan 2015, namun hanya dibawa ke perhatian pihak berkuasa selepas ia disiarkan media tempatan awal minggu ini.

Dalam rakaman video berkenaan, beberapa pengawal dilihat berulang kali menggunakan pistol pegun (stun gun) ke atas banduan yang sudah pun menyerah diri.

Pengawal penjara juga dilihat merakam sambil menembak banduan yang sedang tidur dalam buaian lokap.

Pendakwa Raya Goias, Luciano Miranda menganggap rakaman video itu sebagai “bukti huru-hara dalam sistem penjara.”

Keganasan sering meletus dalam penjara yang penuh sesak di Brazil sehingga menyebabkan banduan terkorban.

Tubuh jawatankuasa tangani banjir – Nasional


KOTA BHARU 1 Dis. – Pertubuhan Pribumi Perkasa Malaysia (Perkasa) mendesak supaya menubuhkan sebuah jawatankuasa bertindak mengatasi banjir yang dianggotai oleh Kerajaan Pas Kelantan dan Kerajaan Pusat bagi memastikan bencana alam itu tidak berulang lagi.

Presidennya, Datuk Ibrahim Ali berkata, tidak ada projek yang lebih penting di negeri ini daripada satu tindakan yang drastik untuk mencari jalan mengatasi masalah banjir dengan bukan hanya bercakap kosong.

Beliau berkata, projek mega seperti Laluan Rel Pantai Timur (ECRL) tidak lagi relevan jika negeri ini sering ditenggelami air dan sepatutnya tebatan banjir diberikan keutamaan untuk dilaksanakan.

“Selepas meninjau kawasan yang dilanda banjir khususnya di Parlimen Pasir Mas dan Rantau Panjang, saya ingin bertanya sampai bila keadaan ini akan terus berulang di negeri ini sedangkan ada jalan untuk menyelesaikannya jika semua pihak mengambil tindakan yang drastik.

“Keadaan yang teruk di Pasir Mas dan Rantau Panjang ialah disebabkan oleh air Sungai Golok. Di sebelah Thailand, tebingnya telah dibaik pulih dan menyebabkan air melimpah masuk ke negara kita, apa sudah jadi dengan projek tebatan banjir di Sungai Golok yang diumumkan oleh kerajaan kita dahulu.

“Jika tidak dibina tebatan banjir keadaan ini akan terus berlarutan, apa guna kita ada kereta api laju jika landasannya ditenggelami air?” katanya, di sini hari ini.

Ibrahim yang juga bekas Ahli Parlimen Pasir Mas berkata, masalah banjir semakin menjadi-jadi sejak tahun 1970-an apabila pembalakan di kawasan hulu Kelantan diadakan secara besar-besaran.

Tambahnya, Kerajaan Pas Kelantan harus lebih proaktif dalam isu pembalakan dan memberhentikan sama sekali penggondolan hutan serta bukit di hulu negeri ini kerana aktiviti tersebut memberikan kesan yang besar kepada rakyat. – UTUSAN ONLINE

Nissan sues India over outstanding dues seeks over US770 million



NEW DELHI: Japanese automaker Nissan Motor has begun international arbitration against India to seek more than US$770 million in a dispute over unpaid state incentives, according to a person familiar with the matter and documents reviewed by Reuters.

In a legal notice sent to Prime Minister Narendra Modi last year, Nissan sought payment of incentives due from the Tamil Nadu government as part of a 2008 agreement to set up a car manufacturing plant in the southern state.

According to the notice, Nissan said repeated requests to state officials for the payment, due in 2015, were overlooked and even a plea by the company’s chairman, Carlos Ghosn, to Modi in March of last year seeking federal assistance did not yield any results.

The notice, sent by Nissan’s lawyers in July 2016, was followed by more than a dozen meetings between federal and state officials and Nissan executives, said the person familiar with the matter, who did not want to be named as it is not public.

The federal officials, from several ministries, assured Nissan the payment would be made, and it should not bring a legal case. But, in August, Nissan gave India an ultimatum to appoint an arbitrator, the person said, adding the first arbitration hearing will be in mid-December.

A Nissan spokesman said the company was “committed to working with the government of India toward a resolution,” but did not elaborate.

A senior Tamil Nadu state official said the government hoped to resolve the dispute without having to go to international arbitration. “There is no discrepancy with regard to the amount due, and we are trying hard to resolve the issue,” the official told Reuters.

Modi’s office did not respond to an email seeking comment.

The case, brought against India for alleged violations of its Comprehensive Economic Partnership Agreement with Japan, is the latest in a string of international arbitration proceedings against the country by investors concerned about issues ranging from retrospective taxation to payments disputes.

There are over 20 cases pending against India, among the highest against any single nation.

The dispute between Nissan and the Tamil Nadu government also shows the challenges companies face in India and how local disputes could undermine the Modi government’s efforts to attract foreign investment and create new jobs.

GROWING LOSSES

Several automakers, including Ford and Hyundai Motor, have set up production hubs in Tamil Nadu, giving state capital Chennai the nickname; the ‘Detroit of South Asia’.

In 2008, when Nissan and its global alliance partner, French carmaker Renault, agreed to invest in setting up a car plant in Chennai, the state government promised several incentives including some tax refunds.

Over seven years, Nissan and Renault invested 61 billion rupees (US$946 million) and set up a plant with annual production capacity of 480,000 vehicles, which entitled them to receive the incentives in 2015, according to the legal notice.

In that notice, Nissan’s lawyers said the state government’s decision to not pay was “arbitrary”, and Nissan has “incurred significant and increasing losses”.

Nissan did not specify the business impact in the 8-page notice, but said in 2008 that state incentives were critical to the project’s viability and sustainability.

The carmaker, in its notice, is claiming 29 billion rupees in unpaid incentives and 21 billion rupees in damages, plus interest and other costs.

Nissan, which has less than a 2 percent share of India’s passenger car market, builds and sells the Micra hatchback, Sunny sedan and Terrano sport-utility vehicle. It also sells low-cost cars under its Datsun brand.

The company spokesman said Nissan has created more than 40,000 direct and indirect jobs in India.
